No, you were correct. QF3XX are charters and QF351/QF352 to Dili is funded by East Timor/Aus government so it is kind of like a charter. QF6xx_ are repositioning flights.Seems I'm confused then.

This is no longer true. QFi uses 3xx flight numbers on QantasLink operated flights.Most QFi flights starting wtih 3 are government contracts.
