Just saw this in fine print on the Qantas website: QF4017/4018 between Haneda and Singapore are subject to Government and regulatory approval.

It's a codeshare on JL metal - not too sure how I should be reading into this? The codeshare begins in April.
 
I flew on QF codeshare SIN- NRT, JL metal on a LONE4 back in 2011.

They have been around for a while and I would not read to much into it. (Other than HND being much more convenient to Tokyo than NRT.)

JL has 3 daily flights between SIN and TYO, all of which have QF codes.
Currently 1 goes to HND and 2 to NRT.
NRT: JL710/JL711 (QF4023/QF4024) and JL712/JL719 (QF4021/QF4022)
HND: JL35/JL36 (QF4026/QF4025)
With more (day time) long haul slots opening at HND shortly, JAL is moving one of the NRT flights to HND.
JL710 and JL719 are being discontinued and replaced with JL37/JL38.
 
Can this flight be booked on a qf flight number through qantas.com as a seperate booking from say a Mel - sin booking or is it only avail as a code share when part of a full qantas booking?
 
It needs to be booked on a ticket with another QF flight (doesn't have to connect), just like using a QF code within Europe or America. You could fly QF21/QF4018/CX712/QF24.
