From my time in DRW and the exhibit at the museum there, my understanding is that a blind eye was turned to a few things.

For example, it wasn’t just children up to 2 years seated on laps.
And I guess the holds would have been fairly light too...
 
@justinbrett do you know how 674 was accomplished? I can't imagine they put all economy seats in, so I guess there was a large number of infants, even small children on laps?

From what I understand it was mostly children - or mothers with children (they were the priority). It was a major emergency so I'm sure someone signed off that getting two six year olds to share a seat was safer than 10,000 extra kids in a city with no power, limited shelter, almost completely destroyed medical facilities and spoiled food and water.

A friend of mine (a bit older than me!) was evacuated as a child to Adelaide, he travelled without his family (met on arrival by relatives). His family came later but they never returned to Darwin.

Me too. :) And just to keep this on a flying theme, I was there when they still used the old Darwin terminal on the other side of the runway - ex WW2 hanger, still with the bullet holes!

The Officers Mess on the RAAF Base is still standing and has bullet holes too. You can see then to this day (if they let you on base). Very cool.

This has always been allowed as long as I have been flying. I can't remember the exact requirement off the top of my head but two children may occupy one seat provided their total weight is under the limit. The maximum passenger load can also be increased by up to 5%, provided that the additional passengers are only infants and/or children.
