I will be traveling from Perth to Singapore on QF then have a 5 hr layover in Singapore before getting On a Finnair flight to Helsinki, these are separate tickets , is it possible to get transfer, ?or do I have to go thru immigration , get my bags ,then start the new flight?

Yes, just show them your QF baggage tags and the AY ticket.

Changi is nice to paseengers with separate tickets. They have transfer desks who will get someone to find your checked luggage, re-tag them, and issue you with new boarding passes - all free and all without you having to go through immigration. QF and AY both subscribe to that service.
QF and AY both use Terminal1 - so you dont have to go to the other end of Changi to transfer.
