Original booking - SIN - HKG in Mar 2018, I tried to change to Feb 2018, and got the message above...

Call them. I suspect the programming is picking up the ticket validity dates which is for 12 months from the original date of travel - and Feb 2018 is not within that period - I bet if you moved it one day later it would allow it to be moved free of charge. I hope they have a workaround for this over the phone.
 
I booked my parents on old-award rate for a date in February 2018 (with the intention of their actual travel being April/May 18)
Did a dummy change booking then for a date in March 2018 - no further charge (miles or dollars) required.

Ditto for my booking. Test run showed the same message.

I just have to sit back a couple of months and then make the change. That will also give me enough time to better consider exactly when I wish to go.

Yes now I'm at my laptop, have looked at T&C and this is exactly what we can expect, moving flights later is still within ticket validity so will not require new points. However the T&C (below) may be interpreted such that re-issue is required for moving dates earlier:
19. All award tickets are valid for twelve months from the date of the first flight as ticketed, unless otherwise specified.

Thanks Blingy. Can I confirm- was the new date of your flight in March > 12 months post the original ticketed date? Has anyone successfully done that online, or with the call center yet?

I can see that I can change the date without penalty (yay!), but seats aren't released yet for me to check the 12 month from booking hurdle yet.

I'm about three weeks away from calling to change the date on one of mine. Pretty sure it can't be done online, I've probably made 20 attempts.

If booking originally made online then should be easy to change online - if originally made via call then cannot be changed online. If made via Velocity web site sorry I have no idea.

I booked the ticket for them only a few weeks ago, however the ticket is currently for a date in February 2018. My understanding is you have 12 months from the date of travel, not the date of booking. Their preference date of travel is in April or May 2018, so will be well inside the 12 month window.

Also - obviously haven't gone completely through the change booking process online - however had no problems finding a new flight, selecting, getting new price (in this case no miles or dollars required).

By current dates - I will be booking their correct flights in approx 3 weeks, so can update further then. However today has shown me confidently that it should be a straight forward process (assuming availability)

Thanks Blingy, sounds like we're in a similar situation (except my tickets are for us, my Dad has way more $$$ than me so can go get his own!!). I have all my fingers crossed that the date of travel point holds true, just looking for someone to have successfully done it.
 
Well, as I and others have said before, attempting to move beyond 12 months after the original date of issuance results in an error.
Ah huh - but I did say should be easy - the advice I have from KF is that a number of subsequent date changes should be achievable - but no one in KF really knew because the system had not been tested - I have 'tested' destination change and it is coming up as error also whereas on Wednesday it wasn't.
 
Yes . But that doesn't seem to have been reflected in the programming. It's a case of having to call I me thinks.
I have a F Saver PVG-SIN-MEL on Apr 1 - I tested change to PVG-SIN-MEL on Mar 31 - it shows 0 pts and 0 $s to change - clearly I did not complete as I do not want to risk losing Apr 1 flts but from what I can see it is processing fine.

Looks like we'll just have to put it down to vagaries of the SQ website then - now there's a surprise - it normally works perfectly .:rolleyes::p

Maybe because OP's sector SIN-HKG points required hasn't changed (only the loss of 15% discount) there's something wrong in the background. Who knows!
