K - flex or not?

According to the international earn table flexible booking class K earns at poverty "Economy" rate, rather than "Flexible Economy".

Am I missing something here? How does Qantas without fail always find some way to make me feel ripped off?

I'm testing my memory... But I think I've looked into this before and basically the only way to get full economy rates on intl is to book "Y" (which is generally more than the business sale fares)
 
Only YBH is flexible economy for international bookings. Economy rate is KMLVS, while QNO is discount economy. May be just a coincidence, but I do tend to come across quite a lot of class Q and K available when I try to book something.
