sounds like they are just installing the same e-gates used for inward customs on the outbound also?

I'm pretty sure they've had this tech at arrivals too, at least at PER. It's called SmartGate.

I was told by an immigration officer that " Departures" Smart Gates will start on July 1st in Sydney.

That's nice. Given the speed of airport developments in PER, we'll probably get it in 2018
