Is Norfolk Island a Qantas International Destination?

Even in those rare instances where you are flying domestically from the international terminal, presumably you must show your boarding pass and passport to purchase duty free, no? And presumably the people working at the duty free store would not be allowed to sell items on a duty free basis if you present a domestic boarding pass.
