Is Bali Really Open ?

Yes

But people!!!!!-----
The point of the photo was to caricature the ridiculousness of much that went on during the pandemic AND to see if anyone was eagle eyed to spot the incongruity?
Can anyone spot the incongruity?
So far only one AFF member has been able to spot it.

(Hint: it is not the other passenger in the photo)
It's a QF plane, not a JQ one.

I think it would be fair to say that this traveller is missing one item of PPE, and therefore obviously has not paid attention to the safety briefing on board.

Many wouldn't know what the full PPE requirement is. Me included.

Indonesia has removed quarantine requirements for international arrivals.

I was going to "hazard" a guess and say his seatbelt isn't fastened tight and low across his waist, but it looks like he's in the act of actually removing it.

Indonesia has removed quarantine requirements for international arrivals.

Do note however that a negative PCR test result is required within 48 hrs before commencing a journey to IDN, and that an additional PCR swab will be taken on arrival in country and travellers must isolate until receiving a negative result, generally within 6-12 hours.
(those are the rules for arrival in Jakarta - there is a chance Denpasar may be different, so do your own research…etc etc)

No more after arrival test or mandatory hotel stay! Also not just Bali, other Indonesian airport gateways have been included like Jakarta and Manado.
Getting better, drop the PCR pre-test then they will get business gangbusters. Lost my business, booked first SE Asia trip to Vietnam a couple of weeks ago as much better entrance conditions.

A friend of mine has been posting some absolutely beautiful pics from the Conrad. Didn’t seem too difficult than get there.

Seems like they have dropped all testing upon arrival, and just have a pre-departure PCR. I'm not clear if there still a requirement for a CHSE Certified accommodation, but since there isn't a PCR test upon arrival for you to quarantine until a negative result is received, I wouldn't think so.

Do we still need to submit our international vaccine certificate to Indonesia online, or can you just present it at the airport?

Just noticed no-one answered correctly. Assume it's full PPE but no N95 mask

Any info on what it's like outside the hotels? I've seen reports it's a bit of a ghost town with lots bars/restaurants etc still closed.

Slowly coming back to life @Happy Dude. Biggest effects were on the tourist facing businesses, Balinese life in general is still going along fine.
