International transit via China

Does anyone know if mainland China has resumed allowing international transits (without a visa)?

I can't find a definitive answer online, so I just tried calling Air China (the Australian office) and they weren't sure either.

According to Sherpa, foreigners aren’t allowed to transit mainland China.

I just put in SYD-CAN-LHR and this advice appeared. There’s probably exceptions for visa holders etc but not the average Joe for the mo?

I did check Sherpa and saw that, but the source they've provided doesn't actually contain any information about international transits. So I'm not sure where Sherpa has got this info from?

Checking Timatic, it's kinda hard to tell but there isn't anything there that I could see that says you can't transit?

That's crazy if correct, you can't get a tourist visa but in some cities you can enter as a transit passenger for up to 144 hours.
