Yea, I think so too .. the system might be smart enough to know that ;
1. It's near-end of the anniversary year
2. How far is the customer away from the next tier or retain the current tier. In my case, I retained gold mid-year and it took me another 5 months to rise to Platinum. I was at 1200 SC when I did "intentional" searches after logging in to QF and the offer came in ...
Now, if you'll excuse me, I need to go and make some frantic, intentional searches on QF website
With my IT background, I'm even considering writing a piece of code that will do the repetitive searches for me
