I am not a frequent user of KrisFlyer (only 788 miles in 2 years, and don't see much more other than possible flights SIN-KUL or SIN-BKK) so the changes will not affect me but I wouldn't describe some of the changes as enhancements.

If you achieve a tier upgrade in fewer than 12 months, your new 12-month membership period will begin from the date of your upgrade and your membership anniversary will be reset to this date.
Seems a bit harsh. With QF if you achieve a higher status in the first month of membership then you keep that status for at least 23 months.

The changes to expiring miles and extending expiration seem very confusing. Anyway I am not a big fan of miles expiring at the end of 3 years. This isn't the general trend in FF programs is it? Am I right in saying that most FFP's accrue miles as long as there is some activity in a designated period.

Maybe I used the word 'enhancement' in the Qantas sense :)

At present everyone's membership year is April 1 through to March 31. They are moving to a system more like the QF one where your year is refelective of the date you joined. It is just how they have decided to implement the change. I would say for most members it will have no effect.
