Looking at their bookings for the next few months they frequently don't have any advance purchase rates either. On many nights their rates are quite high so I'm guessing they have looked at bookings and decided they don't need to do AP or be part of the promo.

I've noticed this as well - I'm seeing many dates I need where HSW is hundreds of dollars greater than HOTP. Regrettably, HOTP is likely to get my business.

I find myself reluctant to begrudge a business the chance to make good money (except VA and their recent obsession with a flying billy-cart) but even the most successful businesses occasionally have to acknowledge the loyal support that put them on that pedestal. Those who neglect to maintain their foundations often fail dismally.
 
So this promo ends on 30 Sep. If I check in on 30 Sep and check out on 1 Oct will I still get the bonus points? To me the FAQ can be interpreted either way. Thanks in advance for any help.

If I check-in before July 9, 2013 or check-out after September 30, 2013, do I still earn credit for that stay?
Registered HHonors members will receive a bonus only for the nights of an eligible stay completed during the Promotion Period, regardless of a check-in date before the Promotion Period begins or a check-out date after the Promotion Period ends.
 
So this promo ends on 30 Sep. If I check in on 30 Sep and check out on 1 Oct will I still get the bonus points? To me the FAQ can be interpreted either way. Thanks in advance for any help..

Unfortunately not - you need to check out by the end of the promo (30th September) in order to get the promo.
