One OTA saying on a QF AY trip all sectors are double SCs
Then they are wrong.
Only QF metal sectors with QF flight numbers. It's pretty simple (that's directed to the OTA not you)
How does this fit in then I quote

It is as clear as mud to me.
My reading:
They mean who issues the tickets - be it AY, BA, QF, a travel agent or whoever... but the eligible flights are still only QF operated/QF number. And also if you have a RTW fare with other airlines but QF sectors those QF sectors will be eligible.
There is no conflict... despite the slightly misleading text IMO

I thought it was clear enough that only QF-coded flights on QF metal were eligible - no matter where you purchased the ticket (as long as you had registered for the DSCs, of course).
Has anyone previously book flights via Amex travel using a travel credit (the ones that come with the yearly card) and received the double status credits?
