You own the information. The business owns the record in which the info is kept. No state difference.What’s the situation these days on who owns my medical records with them?
Analogy. The post office owns the PO Box in which sits your letter .
You have a right to have that information in that record copied and transferred. This does not mean the record is taken from one practice and sent to another - just the information within. There might be an administrative cost in extracting, copying and transmitting the information within the record.
