Exiting at HND on stopover (?)

Husband is on a flight in JAL from Sydney to Heathrow. He will have about 17 hours from landing at HND before his next flight to LHR.

Just wondering is it permissable to leave the airport? He is thinking of going into Tokyo to have a meal that evening. Possibly staying at an hotel landside
 
Of course he can leave the terminal however it depends on vaccination status as to what requirements he'll need to fulfill for entry into Japan.
If he's had 3 x vaccinations then no tests required
2 or less then he'll need a negative PCR within 72 hours of leaving Australia.

Then he'll have to complete the steps on this site for entry Visit Japan Web | Digital Agency

Based on our experience with JAL at Terminal 3 Haneda just two weeks ago, your husband should be prepared for long queues and delays with check-in, immigration control and security as part of his departure process from Japan. Our arrival at Haneda from the USA a couple of days earlier was a long and tedious process to enter Japan. Your husband's experiences may vary; I can only report what we found.
