Bought $110 travel insurance for a domestic flight on 14 Nov ($30 flight insurance, added unnecessary $80 cruise insurance), got the 1,000 bonus points 3 days later, got the 20 SCs 2 days after that - see below.

Great tip! I have a domestic trip in early Dec, so was able to use this to complete the insurance category.

oh, that's a bitter pill 🤦‍♀️
No way for me to score that 20SC as I am already with Red Energy and my monthly bills 200-250 so 3 month will only provide 750 points... can't refer anyone as well, can't overpay the bill...
Is there any other way to score this category?
Without looking at the T&C for Red Points but a creative way to bump up the bill is to get a service order raised. Basically it is a request to have something done to your meter. Depending on how desperately you need the SC and to get close to the the $250 you would be looking at something like a meter test being done (not sure of the exact cost it varies depending on where you live).
You would need to be a bit creative when asking for it as
a) you would need to be disputing a high bill so you would need an unpaid bill
b) you may need to push them to get it raised and make sure that you pay it
Alternativley hydroponics can get the electriciy bill pretty high
