Im guessing the answer is 'depends on the fare code' but say QF or VA operate a charter for, say, a religious organisation from SYD to somewhere in Europe. Its not a publicly available flight to book, and will only fly for those religious passengers who have booked seats through the religious organisation, but it has a (special) QF flight number, is operated by QF (standard metal and crew) and departs from and arrives at standard airports. I assume the boarding pass contains a fare code.
