Im guessing the answer is 'depends on the fare code' but say QF or VA operate a charter for, say, a religious organisation from SYD to somewhere in Europe. Its not a publicly available flight to book, and will only fly for those religious passengers who have booked seats through the religious organisation, but it has a (special) QF flight number, is operated by QF (standard metal and crew) and departs from and arrives at standard airports. I assume the boarding pass contains a fare code.

Would the passengers receive QF points and SCs? Could they credit to another OW program?

I think the term "marketed and operated by" might suggest the answer is no.

Because a charter flight isnt marketed by the airline (indeed it would be impossible for a member of the public to book a ticket through the airline for the flight anyway!

We were once on a special charter NZ flight, no SCs, points or airdollars issued. In fact, we were specifically told not to try to add our FF numbers to our bookings on checkin.

I get points and credits for the Qantas charter flights we use for work. They are not accessible to the public, you have to work for the company to get on the plane. it's a nice perk.

The Qantas terms and conditions provide some guidance - see (c):

9.4 Qantas Points are not earned on all flights
9.4.1 Points are not earned for travel on:
(a) flights or booking classes that are not listed in or are excluded in the Airline Earning Tables;
(b) infant fares (infant fares do not include infants travelling in their own paid seat);
(c) charter flights;
(d) freighter flights;
(e) free tickets
(f) Classic Flight Rewards;
(g) travel industry rebated tickets;
(h) competition prize tickets;
(i) transport other than air transport unless specified by Qantas;
(j) tickets acquired at an auction; or
(k) tickets which are restricted from earning Points or are subject to any specific provisions excluding the accumulation of Points.

This is not the norm from what i have heard from here and other friends. perhaps your work negotiated this as a perk, or maybe its a glitch but I wouldn't complain!

we don't get QF points or status on our flights, they wanted $18 extra per seat

The Frequent Flyer Concierge team takes the hard work out of finding reward seat availability. Using their expert knowledge and specialised tools, they'll help you book a great trip that maximises the value for your points.

That was most probably a deal paid for by the coy to get bodies on the plane. If in mining or oil & gas that deal would be heading for the door I dare say ATM.
