In my latest US Airways Dividend Miles newsletter there is an offer of 40,000 bonus points with a co-branded US Air Mastercard - are these offers open to oversea members. Reason I ask is that the application forms for the cards have no facility to have an overseas address
 
It's a marketing template aimed at US members. You would need to be a resident.
