Can complimentary Qantas lounge pass be used at Qantas lounge in Changi Airport?

From the Qantas website:

General – can be used at any Qantas Club domestic lounge, Qantas International Lounge or Qantas operated International Business Lounge (excluding Los Angeles Tom Bradley Terminal) when departing on a Qantas or Jetstar flight number

It's saying Singapore Business lounge is open though

I have flights booked returning from Singapore in March 2022, and the system is allowing me to assign a Lounge Pass to my father in law to join us in the lounge. It is not, however, showing the option to assign a pass for the Melbourne International Lounge on the way out of AUS. I am assuming because the bunker is not operating at the moment, whilst the Singapore lounge is.
