PER to DFW via SYD , Economy class. Obviously the SYD - DFW leg is International and complimentary Alcohol but what about the PER-SYD leg which is all on the 1 ticket, alcohol on here?

Depends on which flight you are using to connect. If it is the morning flights (e.g. the the 5.45 am service to PER-SYD) then no, but if it is after lunchtime then yes.
