Need to rent a car in London for a couple of days.

My plan was to use Hertz (because they allow excess reduction to zero).

Pick up the car: Russell Sq 156 Southampton Row @ 10am
Return car: LHR as late as possible

The hertz location in London is inside the congestion zone. Going to be staying near London Bridge station. I saw that Russell Sq is the closest Hertz. Is there a location that's outside the congestion zone that is easy to get to from London Bridge?

When I get to LHR, I am going to overnight at Hilton Heathrow T4 for an early morning flight. Is it a good idea to return the car first, then go to the hotel with bags via the bus to T3 then heathrow express to T4? Has anyone got a better idea?

Open to any suggestions, even different companies.

In terms of a Hertz central London location I've previously used Hertz London Victoria which is located just outside the congestion charge, and a short walk to Victoria station. From there Google Maps tells me it's just 15 minutes to London Bridge by taking a Central/District or Victoria line tube to Westminster and then changing there to a Jubilee Line through to London Bridge.

This compares favourably against Russell Square as not only can you avoid the congestion charge, but it's actually quicker to get to London Bridge from Victoria, as Russell Square on the Picadilly Line doesn't line up favourably to get to London Bridge. From Russell Square, the quickest option Google Maps throws up is to walk about 5 minutes to Euston then take a somewhat indirect Northern line tube to London Bridge - around 23 minutes for this.

As for dropping off, I don't know if it would be easier to drive to the hotel first to check-in/drop bags off then drop the car off and get the bus/train back to the hotel? Depends if the hotel has a short-term car parking option.

Sorry - just clicked you want to get from London Bridge to a Hertz - assume the trip times are similar in reverse!

We hired a car from Hertz Slough which is approx 15 mins west of LHR. It was considerably cheaper than hiring a large car from Slough than from other Hertz locations (not sure why). As we had five adults it was cheaper to travel by charter car from London Bridge to Slough to pick up the car than using public transport.
