Can't be Amex themselves - the third last digit would be a zero if it was.

Can't be NAB - they canned all their Amex cards 21/02/2018.

Can't be ANZ - they canned all their Amex cards 05/08/2017.

Could be Westpac - they canned their Amex cards 02/04/2018.

Could be CBA - they canned their Amex cards 31/10/2018.
