Try a google on td 2006/43 rather than 2007

ahhh...Td 2006/43 Income tax: the reasonable travel and meal allowance expense amounts for 2006-2007? .

That is my favourite ruling which I actually enjoy using. Most locations provided you aren't extravegant you can generally live quite reasonably "on the road".
 
As it turned out searching ATO for 2007/47 produced a ruling regarding Fuel Excise....then I started thinking that it was a new loop hole to claim the "fuel tax" portion of airline tickets as a seperate item in order to claim back fuel excise.....

Glen Wheatley would have been proud.

It may be worth your while to get an APEC business travel card to help you get thru immigration quickly. I have one and they are valid for most Asia/Pacific countries (including USA) and enable you to use the APEC or Aircrew lines at immigration. Go to APEC - Business Mobility Group for details.
Regarding upgrades to the US, I normally travel on QF175 from Brisbane to LAX and have upgraded 3 out of 4 flights this year.
