I booked some flights with BudgetAir on China Airlines and initiated a chargeback last month. BudgetAir tried to challenge it by showing proof that an E-Ticket was issued, but I have kept the pressure on and requested that Qantas Premier continue pursuing the chargeback.
It's probably tough times for these agents, but equally there is no transparency, it's hard to know whether they had already transferred the full balance to the airline or not (I believe that even with non refundable tickets they don't always need to pay the airline immediately even though they have charged the customer) and I cannot be certain if the airline has already refunded the agent.
The agent is essentially uncontactable.

I'm interested to see if anyone else is dealing with budgetair or chargeback issues?

Did China Airlines cancel your flights?

If your flight has been cancelled you might need to contact the agent (or perhaps airline if the agent is unresponsive) to find out the status of your ticket and whether a refund has been processed.

It looks like the airline is extending the option for full refunds on a month by month basis, and they are currently up to June 2020.

Did you have any luck with the charge back ??

Im in the same situation , Tried a charge back with Amex , Budgetair informed Amex will provide a refund . Charge back cancelled . VA confirm the credit is available but Budgetair wont respond or do the refund . Any pointers AFFers??
