There were also a few people on the plane with me who travelled to my hotel to stay overnight before taking onward flights overseas.Fairly certain if you have an exemption you have to arrive by air and only to certain authorised airports

Well, if she was a close contact then that would be a better outcome for Victoria/Australia rather than a random presentation but obviously significant issues for her behaviour then.
