Apart from the border bubble zones which is already open I doubt both States will open up to general rural Vic till Melbourne is also opened up.
And that opening up will be strictly staged in SA. Given that SA residents still can't return from Victoria yet, they will be the first allowed back into SA but with testing and 14 day isolation at home a requirement. We do have a bit of a bubble with country Vic I think of 50 kms but they need a current certificate (every 7 days from memory).

Feels right but I also fear for this persons mental health based on her accounts and messaging over the last few weeks. I hope she is okay :(

I also hope this ends this endless finger pointing game so we can all just move on and focus on fighting the real enemy here.

The biggest mystery to me so far, not that I have followed the hearing closely, is up until Prisons Vic was appointed to run the hotel quarantine process in Vic that no one person, or even no one organisation, seems to have been assigned the responsibility to run it. This just in itself is quite stunning.

If there never was an actual project manager, then no wonder the process was just a shambles. Without a project manager no one would have been thinking about likely issues, no one thinking through everything that needed to be done, and no one checking that all that needed to be done was.

That no one in the Vic Gov, whether that be the Health Minister, or another, thought to monitor the hotel quarantine process is also very telling.

I haven’t followed it that closely either but the bits I read seemed to indicate people were either lying, totally incompetent or both.

Judging by a few of Mikakos’ comments I don’t think she will take being the patsy easily.
At the very least it should wipe the smirk off Andrews face

Absolutely, but the on-going battle with the virus will always be handicapped while the structure of the Health system in Victoria and its bureaucracy remains unchanged (an example - the location of the 'Chief Health Officer" being much lower down the totem pole than other states, so he has been unaware of critical decisions and unable to have his own will prevail).

As for finding who was responsible for the appointment of the security guards etc, I would have thought the starting point might have been to look at the e-mail (presumably) to the security company which said 'you have the job', seeing who sent it, and working the way up the chain from there. Of course the point (I thought) of having the inquiry was to find out who/what went wrong and then fix it; if not found, the fault - human or systemic - will remain.

In many states of Australia until recently, women have been appointed as leader just before an election they thought they had no chance of winning.
 
The Victorian judicial inquiry is doing exactly what I predicted. I hope it will get to the answer but it looks like increasingly difficult due to the adversarial nature of the process, and people being cautious with the truth lest they be next in the chopping block. Blame games make it difficult to get to the root causes. Hopefully though the enquiry can find out the various systemic failures in governance that led the outcome.

Meanwhile the media are focussing on the decision to use private security - that is just one of the holes in the Swiss cheese. What about oversight ? Selection of specific firms? Standards? training? Processes? Decision that quarantined people should be allowed out of their rooms? etc
