The first part of today's DHHS report:

Media Release
23 September 2020

Victoria has recorded 15 new cases of coronavirus since yesterday, with the total number of cases now at 20,100.
The overall total has increased by 24 due to nine cases being reclassified.

Within Victoria, 10 of the new cases are linked to outbreaks or complex cases and five are under investigation.

Of today’s 10 cases linked to outbreaks, four are linked to aged care (Baptcare Wyndham Lodge, Estia Keilor, Japara Elanora and Edenvale Manor), four are linked to existing outbreaks (Alfred Hospital and Dandenong Police Station) and two are linked to complex cases which remain under investigation.

Of today’s 15 new cases, there are three cases in Greater Dandeong, two cases in Manningham, Moreland and Wyndham and singles cases in Boroondara, Frankston, Melton, Moonee Valley and Whittlesea. One case is subject to further investigation.

There have been five new deaths from COVID-19 reported since yesterday. One man aged in his 70s, two women in their 80s, one man in his 90s and one woman in her 100s. Three deaths occurred prior to yesterday.

All of today’s five deaths is linked to a known outbreak in an aged care facility. To date, 771 people have died from coronavirus in Victoria.

Who writes these things? What's the difference between complex case under investigation and under investigation? The latter is not complex?

Surely the concept of complex and non complex can be imagined

If an infected person has in the last 14 days only visited one other person who is already known and one that's not known that's not very complex.

If there is a group of people who have visited a few households and gone to work travelled in each others cars or on public transport and to the supermarket and dropped their kids at childcare that's complex.

The wording was not as you have written it. I believe that you should read it as:

Victoria has recorded 15 new cases of coronavirus since yesterday,
  • 10 of the new cases are linked to outbreaks or complex cases (These have been linked to a known case)
  • and five are under investigation. (By under investigation it means that they are yet to be classified by their transmission source. Some of the 5 may, or may not, end up being classified as Locally acquired- unknown / "Mystery Case" )

ie It does not say complex cases under investigation.

Note that these are new cases reported for the last 24hr period and a Locally acquired- unknown case will not be classified as such for at least 48hrs, and may remain under investigation for an extended period.

In Australia cases will be classified by their transmission source:

But the paragraph after says "two are linked to complex cases which remain under investigation". That's why I got confused.

The only cases SA have had in weeks are those travellers in Quarantine. Yet the Govt wants to extend emergency powers for another 6 months. Completely unwarranted. As they have shown they can act quickly during first wave then even with a next outbreak they simply can not justify allowing their ‘appointees’ to take on police powers.

Interestingly there is no State of Emergency in NSW (last one we had was during the bushfires), our parliament passed laws in March which allows health orders to be issued and enforced without the need to declare and/or extend state of emergency.

1 case in NSW to 8pm last night in hotel quarantine.

BUT

Another case in a person with an underlying condition found after 8pm when that person was admitted to ICU in Campletown. No source identified yet, but it appears the person has visited a number of yet to be named venues.

My guess would be that under investigation in that sentence means more than just classifying the transmission of a single case and is more that the overall complex cases, including any possible transmissions, as a unit are still under investigation.

For example one person may have been identified as a known local transmission, but they may be still investigating the overall case for a number of reasons:
  • They may have had contact with other people at shops, workplaces etc who have not been tested (or where the people they had contact with are just not known) - As other people may have been infected, the complex case remains under investigation
  • It may be known who (as in that new daily cases) they caught the virus from, and so are a known transmission, but patient zero in the complex case may be a unknown local case and so they may be awaiting genomic sequencing which can take 2 or 3 weeks and with patient 0 being unknown the overall complex case is still under investigation
  • Other people linked may be awaiting test results
  • etc
If an outbreak, cluster, complex case is still possibly growing then it would remain under investigation.

Are the local media all over this? When Vic government went back to parliament to extend their emergency powers, certain parts of the media were certainly doing their best to hold the government to account regarding the extension. I'm sure they'll do the same in SA. ;)

Inevitable that these will turn up - could be linked in some way to the original Crossroads Cluster.

Not really and the opposition (Labor) don’t seem that interested. What they are all over is the serious bungle over AFL family from Victoria that came to light yesterday.

Crossroads cluster has been considered closed for weeks now. More likely related to Liverpool Hospital or Taxi driver, time will tell.

Could be any of them - if it’s been circulating undetected in that community it could easily have originally come from Crossroads. Hopefully not as it would be nice to think that it’s from a recent case, rather than circulating out there.

If my LGA has an increase in cases, but it's not listed as a high risk location, does that mean it's likely it's either a returned traveller in quarantine and with a residential address in the LGA, or someone who's not out and about, such as in aged care?

It could mean for example the person acquired it at work/near work eg Sydney CBD gym cluster and lives in the suburbs
