Amex Platinum comp flight + buying additional seat

Used my Amex Platinum comp. flight tonight (booked under a friend's name) and booked myself (WP) an Elevate fare on the same flights. Called Velocity to link the bookings and assign us seats together and they advised I'd have to move from my YX seat if I wanted to sit with him, otherwise he'd have to pay $49 each way to upgrade to YX. Last time when I redeemed my flight and purchased an additional fare, we were seated next to each other in YX at no additional cost.

Is this something anyone else has experienced or should I try speaking with another agent?

It happens, and is correct by the rules. By the rules, they need to be on the same PNR as you.

I think they were more lenient in the past, but it seems to be being more strictly enforced.
 
Previously I had this happen, where you can link your friends booking to sit next together in row 3 (WP). However with the introduction of Economy X, to sit next to each other on separate bookings requires the 2nd person to pay for the Economy X.
