Alitalia cancelled flight

I am hoping to get some advice on the best course of action.
On 28 May Alitalia cancelled a number of flights due to industrial action. I was not contacted by the airline nor was the travel agent who booked the flights. I checked online and there was no indication of any problems.
The flight was from BUD to FCO to connect with Emirates via DXB to SYD. It was the last coupon of a 3 coupon ticket.
The Alitalia agent was of absolutely no help other than offering to sell me a new ticket with no luggage allowance.
I went to the other terminal and the Emirates staff were extremely helpful - even letting me use their phone to call Qantas since they issued the ticket.
Do I hope that Alitalia in Sydney do the right thing eventually and refund the unused portion of the ticket?
Or do I lodge a claim using the Air Passenger Rights EU Complaint form for compensation for cancellation, denied boarding, etc.
My travel insurance has already refunded my costs in purchasing a new ticket from BUD to DXB less the excess.
 
If industrial action then no EU compensation ... HOWEVER there may been duty of care applicable.
 
Industrial action was by air traffic controllers in FCO not Alitalia.
Does that change anything?
