My understanding is the formal decision has not been announced as yet, but is due this weekend. Saying that, it certainly does seem to be the inevitable outcome.

Apparently, the reasoning is "reliability concerns" with Ferrari not being completely confident that it would hold up to the rigours of a full race distance.
Autosport reporting that “….Ferrari was satisfied with the wing’s performance relative to its conventional version and encouraged by its reliability, but decided it didn’t have enough guarantees to take the risk of running it during a whole race. The fact that the wing still wouldn’t bring enough performance to be a game changer made the decision easier.“And opening issues.. It's a lot slower to open and Ham had an issue on one of his laps.
