Thailand introduces new air passenger rights including delay/cancellation compensation

Thailand has introduced new air passenger rights, which include minimum standards of treatment and cash compensation for delays over 5 hours, cancellations and denied boarding.


Jetstar has issued a notice today about how this affects its passengers on flights departing from Thailand.

 
An interesting development. If a flight between Thailand and Europe is affected, I guess that means compensation or provisions may apply within both jurisdictions.

If airlines fail to provide according to the regulations (or there is a dispute in the decision to do so), would one file a legal complaint to the Thai authorities or the host nation of the airline? I assume it would be Thailand, but I'm also then thinking how long would it take to action and settle such dispute, especially if it must go to a court or some means of mediation.

May I suggest it's best to file a complaint with the relevant authority from where the flight originated.
