I highly doubt this is true. The card should only have a code which marries up with the same code sent to the door (which can be changed at any time by front office staff if need be... e.g. lost card, eviction)

Not all Bpay billers accept credit card payments. Those that do should do so as a purchase (not a cash advance) and since Amex isn't part of Bpay, you will probably only earn points at the Visa rate. At least that is my experience with Comm Bank Evan :->

The reason for that is that Rogers is a Canadian telco (and Vancouver is in Canada). Despite Seattle only being a few hours away, it's across the border in the US. You also wont get any US telcos in Canada (but roaming works).
