Qantas are calling it Bag & Meal, so I would say its not the same starter fare. Qantas fares are here https://www.qantas.com/en-au/book/flights/your-jetstar-experience but doesn't help on the points question

Possibly need to speak to a broker - I don't think any of the standard retail products would cover this (aside from the pricing issue, one insurer once told me the biggest issue is whether they are actually able to help you if there is a problem)
