One problem with the current debate is that people are conflating "surcharging" and "interchange fees". While they are two different issues, the media seem to be mixing them all up into one pot.

The programs that tie their points to a specific value tend not to change that rate much. After all, cash is slowly devaluing over time as its value inflates away. A dollar today has less value than a dollar a year ago.....

I think Palace Club is something a bit more exlusive that an executive lounge. My understanding is that Platinum/Diamond would still have access to the Kintamani Lounge (afternoon tea / coughtails) - even if it was created to tick a box for Plat/Diamond

I've had a look through what I could find from the launch, and I don't think Qantas ever gave a cents per point value. They gave some examples of how CR+ would work, and you could back calculate a value, but I can't find anywhere where they gave a specific value per point.
