It is Russia. Scary place When it comes to aviation.

Dash 8s are slightly ahead with hull loss numbers compared to the ATR, interestingly the airlines seem to prefer the ATR for operations now with just 39 orders for the Dash 8 while the ATR72 has around 200 orders. Regardless, propjets will always have a higher hull loss record owing to the environment they operate in!

The Av Herald is reporting -

Rosaviatsia (Russia's Civil Aviation Authority) reported, that due to environmental conditions the aircraft was to be de-iced before departure, ground staff however did not perform de-icing and the flight crew did not insist on de-icing being done.

Agree with your comments re Virgin Sam.
Obviously I am no expert when it comes to air crashes but this is sounding very similar to the crash of American Eagle 4184-except of course that one happened as the aircraft was on descent,not just after take off.
