Line uttered by an obvious d-h'd of a journalist in the UK. Shows a complete and utter (or naive) lack of knowledge of real world systems. And he's just going on and on about it.

The only way to have zero risk is to not have the system with the risk at all.

If you can't have zero risk, you do your best, but then you also have backup plans or contingency procedures. You can't have zero risk.
