Yes indeed, and I always take my laptop bag out from my carryon and have it scanned separately, wherever I am in the world. Even so, it goesn't always go well. Some places just need to find something.

For example, LST recently, My carryon went through unscathed, but my laptop bag was pulled aside. I was told that all laptops have to be swabbed for explosives, without exception. There you go... Nice to see that all Aust airports are working to the same rules.
 
No. Everything (including the allowed LAGs, laptops and tablets) can stay in bags.

1 lite / quart bag rules still apply, just no longer any general requirement to separate from luggage.

You can't even get different checkpoints at the same airport to be working to the same rules.
 
Irrespective of the airport, it is a global best practice to have the LAG items in a clear transparent plastic bag which is resealable. Taking a laptop in a bag separate from cabin bag is a best practice.
