How does Accor treat you as an Elite guest?

No, looks like Clover has just opened earlier this year in the space that OPL used to occupy.

Here's hoping comp breakfast is offered there
I am told that Clover do the breakfasts. No in room service though and no Accor Plus benefits (discounts) if dining there of an evening.

Aside from that I have to say the room service today was very poor. Floor not vacuumed, bins not emptied, bed pulled up but pillows left as I left them this morning and a dirty glass still on the bench. I reported this to the duty manager who noted these things and asked me to report them again to the day reception staff.

Come back at 15h they said, when we arrived at lunch. This was a step beneath the advertised 14h checkin if we had booked at 25hhotels.com. At 15h, housekeeping wasn't answering reception's call and they eventually said oui 1/2 hour later. Re Welcome gift, not even a note. We were told the minibar was free first night, but while we waited everyone else was told that too. We did get a personal accueil from the housekeeper when we arrived, so that was something.
The hotel is right opposite Gare Du Nord station, so it isn't the quietest place in town, but the windows are double glazed and it was early in the week, so we managed to sleep OK in between the sirens. An extra large room got you a king bed, a nespresso machine and a couch; an extra large plus room would have got you the same on the top floor, which would increase the distance from the sirens.
The one upside apart from the housekeeper welcome was that the welcome drink was a generous glass of Taittinger, which could be worse, and the food at Neni restaurant was nice.
Would I stay again? Non, merci. This was an anomaly, other 25h hotels we've stayed at have given us the usual bonuses, with their staff dosed up on happy pills. Here they were off their medication.
