Do these need to be used over the counter to pay rates? From what I understand they are no good for online purchases. (eftpos gift cards from last week, not the Village/LE cards)

These are magnetic cards on paper cardboards, so you need to swipe on the EFTPOS terminal, press SAV, then PIN. Which also means that you are correct in that these cannot be used for online purchase. Just like EFTPOS cards from banks without MC / Visa, are not accepted online.

Yes no use online but there are lots of bills you can pay at Australia Post (though some try to enforce a no giftcard rule)
Although it seems a pretty ordinary offer, it works for me at 2 points/$ (3 Amex Edge MR+1FB). Given its not spectacular, there seemed to be plenty of cards to buy (I am lucky to have a kindly Australia Post in my work building so easy to liquidate cards)
