Instant confirmation on domestic upgrade

Should domestic upgrades still be confirmed instantly when award seats are available in a higher class? If so are there any caveats like married segments or international connections?

I wanted to book a business award NZ - SYD - PER and couldn't despite seats being available on both flights (married segment logic said no). So I paid for the ticket, put in an upgrade request for the domestic segment only, and it didn't go through instantly. Award seats are still available on that flight. I tried calling but they were not helpful.

Did you wait for the ticket to be issued? Try cancelling the request and resubmitting?

Yes I waited for the ticket to be issued before submitting the request. I also tried cancelling and resubmitting, but it made no difference.
