Predictions of when international flights may resume/bans lifted

Hopefully Victoria will follow suit once they hit 80% double vaxxed. When you’re getting 2000 cases a day, it just doesn’t seem proportionate to lock people up from overseas especially if vaccinated and testing negative before departure and again on arrival.
Is there even anything stopping someone from VIC going to Sydney right now? MEL is in my 25km radius.

The Commonwealth will removal departure restrictions for everyone. The only restrictions will be State-based incoming restrictions (ie unlimited for NSW if vaxxed; quotas for unvaxxed into NSW & all other States).
 
Well you need to do a declaration and it reads like its only for returning NSW Residents:

Aside from when I got to be in Perth with the family over Christmas, I don't think I have felt this happy since March 2020.

NSW open for business. VIC will have no choice but to follow.

But your post said "at the moment" and right now you need a permit to fly out of Australia

You can't leave NSW at the moment without an exemption either. The exemption requirement will be removed on the day NSW opens up. The PM made that clear in his previous announcements.

Of which there are many in Vic.

However, why should a Melbournian be allowed to enter Regional NSW when their vax rate is much lower than Greater Sydney, whereas a Greater Sydney resident can not - some loopholes to be closed there one would suggest before 1 Nov.

He said from NSW, there is no distinction.

It's up to the federal government who they let in, and he assumes it will take longer to implement for non-Australians.
