I think it’s less fuss more confusion / communication breakdown to be honest, even people on AFF weren’t 100% sure about the rules of the bubble and we after all are travel experts, armchair airline CEOs and part time epidemiologists :) 😂
From media reports the Victorian government knew that kiwis could arrive and didn’t object.

Perhaps they didn’t think anyone would be stupid enough to travel into a state with a hard lockdown voluntarily!

I just reckon no one saw that this might happen so that's going to be the thing with these restrictive travel bubbles. People are clever. The Feds didn't blindside anyone. And Andrews is making a deal out of nothing. Gosh, I wonder why he is enjoying the distraction of this and faux anger?

This might apply.....from Vic transiting NSW to go lawfully to another place outside NSW.

If you are transiting through NSW from Victoria
You can transit through NSW to another location. However you must enter NSW only if you have lawful authority to enter the place outside NSW to which you are travelling.

You will need to follow border entry rules and apply for a border entry permit.

But there aren't any rules about not entering Victoria are there?

Yes, no restrictions that I’m aware of for entering Victoria. I think my comment was essentially in response to how those incoming NZers could get out.

On a similar point, NZ arrivals can get to Qld (and I think Tas) without quarantine, just spend time in SA/NT beforehand.

What was of great concern though, was the stupid threat Andrews made to close the Victorian border.

Heat of the moment angry snap clearly because in the next breath he committed VIc to signing up to the Feds bubble arrangements.

I posed exactly that a few months ago seeing that there are no restrictions exiting NZ once Aussies are allowed into NZ. It isnt up to NZ to police another country's border that isn't directly involved in receiving the passenger for the next flight.

I think that was me too. Works if you are a dual NZ / Aus citizen. Fly from anywhere to NZ quarantine then get to Aus. A good way to avoid the current Australian quarantine clog

Edit: I see you said transiting NZ. Yes that was raised as an issue - US traveller transiting NZ with no quarantine and sharing plane to Sydney. uS traveller needs to quarantine in Sydney (hopefully detected) but might have already infected a plane load of NZers

Anyone can arrive in Victoria from anywhere in Australia, provide they stay with family and friends and obey the same rules on movement as everyone else once they reach where they are staying. The specific rules (for Melbourne) state that " If a person’s ordinary place of residence is outside Victoria, the premises where that person is temporarily residing in Victoria during the stay at home period (or part thereof) is taken to be the person’s ordinary place of residence for the period (or part thereof)."

This applies to anyone arriving from other states (which is allowed), or overseas after 2 weeks quarantine in their arrival port.
Sure, they can pick someone to stay with. But thats it, they cant go around visiting anyone else. That becomes their base and the centre of their 5kms.

I don't understand the fuss here. I do wonder if the reason they were alerted to this is that they were booked on a Jetstar through connection to MEL. If they had overnighted in SYD and took a Virgin flight the next morning, no-one would have been any wiser. Or taken a flight or the XPT to Albury, caught a taxi across the border to Wodonga station and took the Vline replacement bus to MEL, or hired a car at SYD and driven all the way, again probably no-one would have been any wiser.
I must admit I don’t understand the fuss. A friend and her husband recently travelled from Canberra to Melbourne. They had to get a permit to return to ACT and quarantine for 2 weeks when they get back, but I don’t believe they notified the Victorian government. Once in Melbourne they were under the same restrictions as everyone else I,e, masks, 5 km etc.

I said to Mr FM that he sounded like the strain was getting to him. The amount of stress he must be under must be gigantic - fronting up to a press conference every day, journalists questions, enquirers etc etc, He’s only human.

He doesn’t have to be the one man band... he really should be using his minsters effectively. I think this is part of the problem.

Vic Premier will be about 175 days if the daily press conferences continue to Christmas.
 
So over 18 thousand tests again.

Reclassification has seen case total rise by 1, despite there having been 2 new daily cases.

More home maintenance allowed included pool cleaning.
More outdoor recreations allowed- Tennis, Golf, Skateparks....

From next Sunday 4 reasons to leave home removed.

From 1 Nov
Retail to re-open.
Cafes etc subject to limits to reopen.

So from that obviously still worried about mystery cases and giving things another two weeks to get them under control.


REGIONAL get further relaxations. ie Dining venues increase limits up to 70.
