I have said for some time that a key problem in Vic was over reliance on people to do the right thing. To follow the rules or restrictions. Most do, but for those who do the wrong thing it has been way too easy to exploit things.

The exercise loophole is a case in point.

Self-isolation with little or no checking apart from phonecalls (early on).

It is but one reason why I think the the new curfew is a good idea, as is the only one person shopping rule, as while it is an inconvenience to those who were doing the right things, it makes it a lot tougher for those who want to do the wrong thing to do so. And a lot easier for the police to enforce the rules.

And worse. Get away with it even when known.

I calculated 18 community transmission in total in a previous upthread post since Crossroads emerged
the official stats only has the last 2 weeks until 8pm on 3/8.Total unknown transmission for thse 2 weeks 15.

So State Governments can close State Borders because of a previous High Court ruling to override the Constitution in a Public health Emergency but Victoria can not Quarantine anyone in a Public Heath Emergency as they can't override their Bill of Rights.I'm flabbergasted.

Queensland gov getting a bit sloppy in the media this week over a few things.

Per someone elses post upthread of course Jetstar has people's contact information.... seemed a bit weird when QLD Health was claiming they didnt....

Airline rubbishes contact detail claims from Queensland Chief Health Officer

Jetstar has hit back at claims from Queensland Chief Health Officer Dr Jeannette Young that it could not tell authorities how to contact passengers who shared a flight last week with a man later confirmed to have COVID-19.

In a statement, a spokesperson for the airline said customers were required to enter contact details on domestic flights as part of the booking process, directly contradicting comments this morning from Dr Young.

"We keep records of this information for all our flights in case we need to contact customers with information regarding their flight," they said.

As I understand it, details were provided from Jetstar but were not the pax that had travelled.

We are going to continue to disagree, which rules are you allowed to break and which ones not? Your reasoning is about as good as :

"Well I went out to dinner last night, why shouldn't I go to dinner tonight, my results aren't back and I probably don't have it"
"Shes a hot chick, says she feels well and doesn't look sick, lets have it on"
"I know my family members, they all shower daily and are careful, lets have a party at my place"
Though there is a big difference getting a coffee on the way home from a test and going out to exercise when you know you are positive.
Though I would think it wise if you wore a mask on your way home from testing.

We may agree or disagree on what measures are required and how effective they are. However the rules exist and the vast majority of the outbreaks we have in every state including Vic are as a direct result of someone saying "that rule doesn't apply to me".

There is heap of criticism on AFF and elsewhere about the mums on the way home from testing doing a shop because they will be home for 2 weeks and not able to, but buying a coffee is OK? How did the coffee purchaser know whether they have covid or not. How did the mum who did a shop know whether they had covid or not. Until you get your test back and you are exercising, how do you know if you have covid or not?

Which rules apply and don't apply. Some reasoning seems to be there is some magical list of things every individual can decide whether to obey or not according to their own whims and their personal decision on whether it is risky or not.

Craig should know about putting people in gaol, he is :

Chair of Parliamentary Joint Committee on Law Enforcement, Liberal Party of Australia. 😆

So, are we having outright political digs in this thread, with bolding? Shall I start with a few about Mr Andrews? No? I think best not as well. It would be a long post and distract from the misery that many are feeling.

From now, no exercise if isolating at home away from the home. Dan indicated that the only reason now for some to not be at home if in isolation is if needing emergency medical care.
wow cant believe this was ever allowed,
I’m with you! Surely that’s wrong.

ABC radio host in Tas was just interviewing an ABC host in Melbourne getting the update. The Melbourne host mentioned about the exercise - ie what LTO mentioned from the presser, above. The Tas host just about choked in disbelief at what was allowed under Stage 3. I remember in the 'I'm in self isolation thread' when I flew back home from o/s into home isolation mid-March (precautionary, not positive). We had a discussion on what the rules were on exercise: Within walls only or within yard allowed? it was within yard. Someone mentioned how it was unfair to those in apartments that they had no yard to exercise in.

So, 4 months later, under Stage 3 and a great break-out, Andrews the Victorian CMO allowed those in isolation to exercise in the community including the positives. Sorry, Victorians, it must feel everyone is laying it on unfairly, but that seems beyond the pale of mal-administration. "Human rights" issue? Change the damn law.

Edit: Just saw PF's clarification.

Yep quite a few of us knew about this. Sparked quite an outrage on the Covid Dr Facebook.
Brett Sutton confirmed it after being asked at one of the press conferences.
Victorian Charter of Human Rights.

A reporter asked him to confirm the situation for those in quarantine who have tested positive to the virus.

“Those in quarantine because they have tested positive, are they allowed to leave for exercise?” she asked.

“They are, otherwise it is detention and we do not have detention for cases in Victoria. They are entitled to exercise within their home and their garden, ideally,” Professor Sutton responded.

Well, if that's the case that's outrageous. The guy should have resigned rather than having to agree or to play along to that. But then he is further down the totem than his colleagues interstate, it probably would have been accepted. Unbelievable.

I’m watching. Not often I agree with Kerryn Phelps but I personally am happy to wear a mask anywhere and everywhere. I already do it on all my ED shifts as it’s compulsory.
We wore our masks today and I have to admit I felt a bit silly. It was OK, though I think I would prefer not to be breathing through one, for a short period of time it was fine. When we were in Haighs people were definitely not paying too much attention to social distancing - quite happy to lean in front of me to get the chocs she wanted. So all in all I am sticking with masks. It’s just a tiny level of extra protection on the rare times I go out.

I thought the exercise loophole was only if you didnt have outdoor space at your own property. So if you had a backyard, you could not use exercise as an excuse to be out.

Here in Melbourne I've been wearing a mask for at least before they were mandatory. Too many selfish idiots out there.

Now I rarely leave the house unless it's for essential shopping.

I really hope what we've got isn't replicated elsewhere but, sadly. I can see the eastern seaboard going the same way.

I find exercise really hard in a mask; if I'm out for a walk where I know I wont see anyone, I use a light scarf instead. Otherwise I feel like im suffocating.

I think exercise would be difficult and I also found breathing inside a heated shopping centre harder than in the cold outside, so I hope this is all over before high temperatures hit in summer!

I have been wearing one when going out for months. Not the most comfortable feeling at first. I think its what we have/have not been used to. Everybody is wearing masks (seemingly) without protest or problems in places like Singapore where the weather is never cool in my book.

As I have seen many in the medical field have been saying, "I wear one every day for 14 hours a day, surely you can wear one for an hour?"

I don't yet have any cloth masks although I plan to buy some.
So far we have felt safe enough maskless although it's clearly about to change
I have p2 mask P2.5 resp/mask and P3 Respirator.
All are bloody uncomfortable but the P3 is easily the most comfortable to wear

According to QLD Health you only have to self isolate at home after testing if told to do so.

If I have a test, do I have to self-isolate?
You may have to self-isolate after being tested. Be prepared for the nurse or doctor you have seen to request you self-isolate. They may decide you need to be isolated more formally in hospital if you are very unwell, or their judgement may be that you do not require to undertake strict isolation. This decision will depend on your condition and risk of your infecting others. You should ask the clinician about isolation when you are sent for your test.

Now if you were a contact of a case or had symptoms they should tell you to self isolate. However after the young ladies returned from Victoria thousands of asymptomatic patient from the suburbs they visited got tested.Likely they were not told to self isolate.

Sydneysiders urged to come forward for testing after numbers drop dramatically

After the state recorded just 12,876 tests in the latest 24-hour reporting period, Dr Kerry Chant said she needed the public's assistance to ensure NSW's cases remain properly traced.

My partner went to Kmart, bought 4 sports shirts on sale for $3 each, and packets of women's elastic hair ties and run up a pile of washable multi-layered masks (using a youtube video for guidance). Some have a little pocket between the layers to insert a simple folded kleenex tissue for moisture absorption that are thrown away after a single wearing.

Mask worn once, throw them in the wash and dryer and ready for reuse. A small pile of them sitting waiting near the front door.

Soft and pliable and more comfortable to wear than a lot of store bought ones.

I wish we had embraced the concept of masks very early on and educated people in their correct usage, but of course we didnt have any.

We have done the same with bandanas. I raided the hair tie area maybe around early April because they are ready-made circles and the bandanas simply fold around them and no need for stitching. Large size ties for him and small size for me.

I am sure it is a matter of getting used to it, but as I only go anywhere other than walking in the reserve, or visiting my daughter, once a month it’s going to take awhile to get used to it. :). I only saw 2 other people wearing a mask today and that was in a major shopping centre, although we deliberately avoided lunch time.

And with nurses etc it is not just the breathing. My daughter finds one very difficult aspect is being able to drink when one would like to and regularly. The average person can just take a sip pretty much whenever they like. When on duty she cannot drink except when on break, and never when in a ward or patient areas etc. Plus even breaks are an issue as she has to act as if everyone is CV positive including all co-workers. So she spends much of her shift time feeling thirsty.
