What is the Qantas TSA Pre ?

As per this link it appears to have started on Dec 17
However I am not sure what it means when I land in lax
 
This week I flew QF93 to LAX and QF11 to JFK. When checking in I added my KTN, but what was very weird is that my QF93 BP showed TSApre, but not my QF11 BP, so very useless. Although it didn't seem like the TSApre lane was open at 7AM. Hopefully it works in the other direction when flying back to Australia from the US.

The other thing which makes no sense is that I was still asked security questions at check in. Why would they screen Global entry/TSApre members if we are allowed in the US without immigration control.

Well, at least you'll have TSApre on your flight back. The main TBIT has a real TSApre lane, while the T4/TBIT connector security point has the TSApre 'lite' version (e.g. keep shoes and coat, but remove laptop).

That willbe handy if it continues . We do tend to go through TB a couple of times a year

Note that you need to be enrolled in a USA "Trusted Traveler Program".

Such enrollments are not yet available if you are using an Australian Passport. There was an announcement last year about this becoming available of Oz PP's but I have come across no further updates.
 
Are US passport holders also asked? It's just odd. A random security guard asks me why I'm going to the US, but when I arrive in the US I just breeze through using Global entry. Just seems silly.

The requirement for the questions came from the TSA and every single person must be asked, in addition to the gate checks (for a certain % of passengers).

We received a TSA pre when in the US last year on domestic flights. Have no idea why.

Everyone departing on an international flight to the US gets asked (or is meant to). It used to just be flights from Europe. Trump expanded it to everywhere early in 2018.
CBP doesn't care about the questions TSA demands that the airlines ask.

Even if you have precheck access, it doesn't mean you'll get it for every flight. TSA could give it for flights 1 and 3, but not 2.
Precheck is meant to allow you to go through the metal detector (instead of the body scanner), keep shoes on and not have to remove laptops etc.
If a given checkpoint doesn't have precheck, or the precheck lanes aren't open, you're meant to get "precheck lite", details of just what "precheck lite" is varies by checkpoint.
 
The pre-departure questions relate to the safety of the aircraft landing in the US. US citizens are not exempt for the same reason they still have to go through the same screening points. The CDP questions are more broad, not just about terrorism.

It only started 17 Dec this year. Australia was supposed to start global entry “late 2019” which has obviously now passed, but we can’t be far away. My guess is that this is the beginning to test their systems with the smaller number of US citizens onboard - so when it’s opened up to Australians they are ready to go.

I've had NEXUS and Global entry for the last 7 years and TSApre shows up for all eligible flights. It is not random. Maybe US citizen registering for TSApre only have random access, but in my experience NEXUS and GE always give TSApre.
 
I have had seemingly random TSA-Pre ✔ before my AA and DL flights within the USA for the last several years. Running at a ratio of about 2 of 3 times.

If you are in any of those programs then it isn’t random. I have GE and same as you with TSA Pre.
It’s randomly assigned to some other passengers who aren’t enrolled in anything, hence the experience of Pushka etc.
