Just on the a, b, c....
It may have been their intent for it to be sequential, but it is not actually stated that they have to be performed in sequence. Being a, b, c means without other wording means nothing except that you need all three and that they are different requirements..
ie on my TI Activation Clause
2. Eligibility criteria To meet the eligibility criteria you are:
(a) (i) a current participating cardholder; or (ii) the spouse or child of a participating cardholder who is on the trip with that participating cardholder;
and (b) an Australian citizen or resident of Australia;
b) is after a), but you do not need to be a cardholder before being a Citizen to gain the TI.
Point Promos come out all the time where a company means one thing, but where the terms do not actually marry up with what they intend.
Qantas may very well award points based on it being sequential, but i one has met all 3 criteria but not sequentially in terms of a) and b) I think that you would have a good argument that you are due the 10,000 points. Whether one wants to go through the angst of chasing the 10K or not is another story. I have certainly had QFF reneg in the past of bonus point promos (4 family accounts with on exactly the same deal 2 gaining the points and 2 not) which I was 100% entitled too.
On a different tack is through what method Qantas will determine the award the points. I find it interesting that the wording states

rather than say
apply for and be approved for a Qantas Points earning credit card using the application link that appears on qantas.com/cards;
Without wording such as that you can have applied elsewhere (ie say from the Ban's website). So would suggest that a tracking link cannot be applied.
Using the wording
that appears to me is odd wording if what you really meant was that you had to apply via the links there.
So will they just go on new points arriving from a new eligible source? Maybe, maybe not, but they have certainly done this in the past in other promos. Can the banks tell QFF when you applied? That would seem doubtful and moreso as there is no wording saying that you can apply via the bank links directly.
So question is how does Qantas know when you are a "new" customer. Is it when the points first land with them, or is via some other report? I know not the answer.
The promo does not seem to state a start date, and as such that opens its own can of worms.
Lastly if I only chased promos on the basis of what the company involved intended, then I personally will have forgone many millions of award points. If I think I may get something, then when there is chance it is worth the time involved then I will have a crack at it. Sometimes I win, and sometimes I just do not gain...but I over the journey I gain. So my advice this time around is if in doubt register. It only takes seconds.
I will apply for at least one new card after today (so will be eligible regardless). Of interest too will be my wife's new card that was applied for last week applied for via the QFF site, but not activated till today after registering in the promo yesterday.
