Air Passenger Tax and Scotland

One of the proposals to come out of the Smith Commission, that has occurred after Septembers Scottish Independent Vote. Is for Scotland's Parliament to control the Air Passenger Duty. This will almost certainly mean it will be lowed or totally removed, as a way of stimulating the Scottish economy. The UK is now the only country left with this tax, and as regular traveller will know the fares to LHR are by far the dearest in the EU. It will be interesting to see if this increases the number of airlines, and therefore flights to Scotland.
Mrs Dalescott and I travel yearly to Scotland to see relatives, so we are very interested in this. We both hate LHR with a passion, dirty noisy crowded, do I need to go on. Looking forwards to the APD being scraped, but the question is when??

The current UK government had a platform to replace APD ... I guess they are too addicted to the revenue it generates ...

I know nothing of this, but business and tourist operator have come out in support of the APD being removed. Bearing in mind that EK have 3 flights a day in to GLA, and QR have a flight a day in to EDI, with EY starting in march or april??
Would LHR LGW be happy to have competition, in UK. Particularly in mind of the increase in flights and operators into Scotland. I know that flew if any expat or Scots want to fly though LHR.
I for one want to fly direct into Scotland but the J class fares are to high, so we have to fly though LHR, to get the cheaper fares.
