Knowing more context of the question would help. Was this a domestic or international flight? which lounge did they try to access?
In terms of the OP's point about attracting high paying customers Qantas already offers some arrivals access to platinum and above. for domestic flights. (again context of the question domestic or international is important here). I guess that means that Qantas have determined that Qantas club is not high paying enough.
It terms of the poll, I use my domestic arrivals access about 75% of the time. Mainly because I'm not bothered to use the toilet in flight. So not sure I need arrivals access; it's a nice to have not a need to have.
Should there be an arrivals lounge - Yes, in an ideal world. But then I'm not making these decisions. Who would have access is another question. As is who would pay for it.

Multiple airlines offer arrival lounges, mainly in business destinations like LHR or HKG. QF specifically allow arrivals access domestically to their WP and higher members. VA allow access to their SG and above.
However, I think that QF knows that their lounges are crowded enough at peak hour without adding more people and therefore degrading the experience.
Qantas also allows arrival access for business class pax travelling on the transcontinental red eye flights from Perth.
But don't forget to ask the desk to phone luggage services and let them know to hold your bag!
Doesn't Qantas allow platinums (and above) arrival access domestically? I thought that was the compromise after taking away any time access.
