TCN Good Food gift cards can be used at:

Unofficially, the TCN Good Food gift card reportedly also works at ‘5811: Caterers’ and ‘7011: Lodging: Hotels, Motels, Resorts: not elsewhere classified.’ Convert your physical TCN Good Food gift card into a digital one here (via the Go Digital button) so that you can add it your mobile wallet (e.g. Apple Pay).

Holiday & Hotel gift cards can only be used to book hotels on The Hotel Card website. This gift card isn’t recommended.
 
Added to the fact that TCN is not part of AFCA

So if you need to escalate a complaint, you will have to take it to VCAT/small claims etc which takes ages and costs $$$
I've noticed with the merchant category based cards they sell that you can convert to a digital card for use in a smartphone wallet, e.g. the TCN Restaurant and Good Food cards, that as per the BIN code and the card T&Cs that appear when you add it to a digital wallet, the 'new' digital card is issued as a prepaid MasterCard by EML Payment Solutions Ltd, which is a member of AFCA.

These cards appear to be sold as a physical EFTPOS based card, which is then cancelled and the funds transferred to the 'new' digital card after you choose to convert it online.

Based on that, I take it that after these cards have been converted to a digital version, you would be able to escalate complaints to AFCA relating to issues that had occurred after the 'new' digital card had been issued.

However the EFTPOS based cards appear to be issued by a company named Vii Pty Ltd, which is not a member of AFCA, hence for those there appears to be no recourse.

So is there a way for the scammer to cash out? other than buying something at JBHifi or wherever and returning it for cash?

If you convert a number of physical cards to digital cards and add them to your wallet, do they remain as individual cards/amounts or do they get combined into one digital card with the combined balance?
